Stélio Dener de Souza Cruz (known as Public Defender Stélio Dener ) is a Brazilian politician and public defender , born on November 16, 1972, in Boa Vista (RR) . A graduate in Law from the Federal University of Roraima (UFRR) , he joined the Public Defender's Office of the State of Roraima in 2004 , working in various districts and eventually becoming Public Defender-General . He also served two terms as an electoral judge in the Regional Electoral Court of Roraima and was vice-president of the OAB-RR (Brazilian Bar Association - Roraima chapter) , consolidating his legal experience before entering partisan politics.
In his political career , Stélio Dener joined the Republicanos party in March 2022 and was elected federal deputy for Roraima with 14,193 votes in the 2022 elections , assuming his first term in the 57th Legislature (2023–2027) in the House of Representatives . In Parliament, he has worked in articulation roles, including serving as vice-leader in expanded blocs (MDB, PSD, REPUBLICANOS, PODE) in 2024, and holds important positions as a member of the Constitution and Justice and Citizenship Committee, the Culture Committee, and the Special Committee on Prevention and Assistance to Disasters and Natural Calamities , in addition to being an alternate member of committees such as Sports and the Amazon and Indigenous and Traditional Peoples , having been the 2nd vice-president of the Special Subcommittee to Monitor Actions aimed at the Protection of the Yanomami.
In the National Congress , Public Defender Stélio Dener has a large legislative presence, with approximately 230 proposals authored by him and 35 reported in 2025, registered on the House of Representatives' website. His work includes projects such as PL 1214/2025 , which amends Law No. 12.637/2012 to require the SUS (Brazilian Public Health System) to conduct complete ophthalmological evaluations on children aged 12 to 24 months for the early diagnosis of retinoblastoma ; PL 559/2025 , which establishes guidelines for the responsible use of public resources in financing sporting events and projects, prohibiting support for initiatives that glorify criminal activities or drug use ; and PL 1100/2025 , which amends Law No. 13.756/2018 to consider the increase in the immigrant population as a criterion in the allocation of resources from the National Public Security Fund . Bill 6162/2025 , which addresses the prevention of fraud related to the change of ownership of mobile phone numbers and the linking of Pix keys, establishing digital security guidelines between service providers and financial institutions ; and Bill 3244/2024 , which amends Law No. 13,667/2018 to include 16-year-old victims of child labor or domestic violence in the priority service of the National Employment System (SINE) . In addition, he acted as rapporteur for relevant proposals in the CCJC (Committee on Constitution, Justice and Citizenship), such as PRL 1/PL 1020/2023 , and has already led matters such as the substitute for Bill 769/24 , creating new positions and commissioned functions in the Supreme Federal Court (STF) to reinforce the structure and institutional security in the Judiciary.
