Ranking dos Políticos was created to promote transparency and monitor parliamentary performance, providing society with clear, reliable, and accessible information about the work of deputies and senators in the National Congress. Our goal is to provide objective data that enables citizens to understand how their representatives are performing, without partisan bias.

Our work is guided by the principles of nonpartisanship, transparency, rigorous data analysis, and public access to information. However, we are not neutral. We believe that a better country depends on strengthening the rule of law, and our assessment takes into account the pillars of public-sector efficiency, improvement of the business environment, and the fight against corruption.

Data Sources and
Selection of Votes

The data used by the Ranking is obtained directly from official public sources, accessed through APIs from government websites, including the portals of the Chamber of Deputies, the Federal Senate, and other official legislative systems. This approach ensures that all information is verifiable, up to date, and reliable.

The methodology for selecting the votes scored by the Ranking is carefully designed to ensure accuracy in our evaluations. To monitor a bill, our government relations team sends a report on the main bills likely to be voted on in the National Congress to the members of the Legislative Council, highlighting proposed changes, positive and negative aspects, and the appropriate supporting rationale. The Council members then hold collaborative discussions to decide whether the organization will monitor and evaluate the bill. For a proposal to be classified as favorable, it must reach a 70% consensus among Council members.

This process ensures that only the most relevant and significant votes are considered in the evaluation of parliamentary performance, promoting transparency, rigor, and quality in our work.

Parliamentarians’ Scoring
Structure

The Ranking formula was developed to measure the performance of each member of the National Congress. It combines quantitative and qualitative indicators to reflect parliamentary performance in a fair and balanced way. The final score ranges from 0 to 10 points and is composed of a base score (100% = 10 points) plus bonus adjustments or penalties, as shown in the formula below:

[Base] + [Bonus] - [Penalties] = FINAL SCORE

[(V × 0.75) + (G × 0.1) + (PRE × 0.1) + (PRI × 0.05)] + [PL + AL] - [PRO] = FINAL SCORE

The base score includes:

Votes (V): up to 7.5 points (75%)

Expenses (G): up to 1 point (10%)

Attendance (PRE): up to 1 point (10%)

Privileges (PRI): up to 0.5 point (5%)

Additional bonuses and penalties include:

Legislative Production (PL): up to 0.6 point

Legislative Articulation (AL): up to 0.4 point

Legal Proceedings (PRO): each conviction reduces the score by 0.5 point
