Luizianne Lins

Luizianne de Oliveira Lins was born on November 18, 1968, in Fortaleza, Ceará. She is a journalist and university professor of Social Communication at the Federal University of Ceará, with a master's degree in Communication from PUC-RJ and is a doctoral candidate in Communication and Semiotics at PUC-SP.

Political career

Luizianne was president of the Academic Center of Communication at UFC, of ​​the Central Student Directory of UFC, and held party positions in the municipal and state directories of the PT (Workers' Party). She was a city councilor in Fortaleza, a state representative, mayor of Fortaleza for two terms (2005-2012), and was elected federal deputy in 2015, being re-elected in the 2022 election for the 57th Legislature.

Performance in the National Congress

Her federal political career has been consolidated through leadership roles in committees related to human rights, gender equality, and social policies. She chairs the Human Rights, Minorities, and Racial Equality Committee of the House of Representatives and was the rapporteur for the Joint Committee to Combat Violence Against Women. She also participates in parliamentary fronts focused on youth and women, and leads initiatives within the Women's Caucus. Her political stature reflects both her history as mayor and her continued commitment to the progressive agendas of the Workers' Party (PT) in Ceará and Brazil.

In the National Congress, Luizianne Lins has presented projects with concrete social impact. One of them is Bill 638/2019 , which proposed the inclusion of the "Care Economy" in the National Accounts System, recognizing the economic value of unpaid activities such as caring for the elderly, children, or maintaining domestic care, a task historically attributed to women. This proposal was approved by the House of Representatives and sent to the Senate. Another noteworthy project is Bill 2205/2022 (originally Bill 4161/2015), which improves the quality and safety of school meals through the National School Feeding Program (PNAE), increasing the minimum percentage allocated to family farming for the purchase of food for schools from 30% to 45%. She also proposed Bill 3098/2024 to create sensory support rooms in federal universities for students with Autism Spectrum Disorder (ASD), seeking to make higher education more inclusive. Another important project, approved in the Senate, is the one that changes how people with disabilities are served in telecommunications emergency services, prioritizing services and providing adaptations for this population.

Luizianne is also notable for her parliamentary work, which goes beyond just her bills: she has advocated for gender-based public policies, combating discrimination, actively participating in human rights and minority committees, and promoting the institutionalization of causes such as the solidarity economy, social inclusion, policies for people with disabilities, and youth. Her work has been recognized by social movements and civil society, and her approved projects show a direct impact in areas such as school meals, women's rights, inclusion, and education.
