Ruy Manuel Carneiro Barbosa de Aça Belchior was born on August 17, 1970, in João Pessoa, Paraíba , and is an administrator by training. He began his political career at a young age and, over decades, has established himself as a state and federal political leader, most recently joining Podemos (PODE) and currently holding the mandate of federal deputy for Paraíba in the House of Representatives in the 2023–2027 legislature .
His political career began in 1993 as a city councilor in João Pessoa , followed by several terms as a state representative for Paraíba . He also held executive positions, such as Chief of Staff of João Pessoa and State Secretary of Youth, Sports and Leisure , in addition to having served as deputy party leader several times in the House of Representatives. He was first elected federal deputy in 2011–2015, returned to the House of Representatives in 2019, and was re-elected for his current term in 2022 representing the state of Paraíba.
In Congress, Ruy Carneiro has a permanent presence on important committees and in leadership positions. Since March 19, 2025 , he has been the president of the Committee on Social Security, Social Assistance, Childhood, Adolescence and Family in the House of Representatives, in addition to having been a full and alternate member of other committees such as the Health Committee and the Science, Technology and Innovation Committee . In the current legislature, he has authored 136 proposals and reported on 5 , with projects such as PL 291/2025 (names an overpass in the municipality of João Pessoa), PL 2931/2023 (establishes the National Day of Municipal Advocacy), PL 1227/2023 (recognizes June festivals as cultural heritage), PL 1808/2025 (control and transparency over INSS payroll deductions) and PL 4675/2023 (special materials for people with ASD).
