Trajectory

Rubens Pereira e Silva Júnior was born on March 16, 1984, in São Luís, Maranhão. A lawyer graduated from the Federal University of Maranhão (UFMA) and with a master's degree in Constitutional Law from the Brazilian Institute of Public Law (IDP), he entered politics early, coming from a family with a political tradition in Maranhão. He began his elective career as a state deputy for Maranhão, holding two consecutive terms (2007–2015) for the PCdoB, where he chaired the CCJ of the state Legislative Assembly and led the opposition. In 2014, he was elected federal deputy for the first time, assuming his mandate in 2015; re-elected in 2018, and again in 2022, in this last election he joined the PT, becoming part of the PT-PCdoB-PV federation.

Political career

Throughout his career, Rubens Pereira Júnior also took brief parliamentary leaves to assume secretarial positions in the state government of Maranhão (such as Secretary of State for Cities and Urban Development, and for Social Communication and Political Articulation), returning to his federal mandate at the end of those periods.

Performance in the House of Representatives

In the National Congress, his performance has been outstanding. In 2025, he was listed with 243 proposals of his own authorship and 22 reports, according to data from the House of Representatives. He holds important positions on committees such as the CCJC (Committee on Constitution, Justice and Citizenship) and the Special Committee on Amendments to Income Tax Legislation (PL 1087/25) , holding the latter as its president from May 2025. He has also served as deputy leader of the government in the House of Representatives since March 1, 2023. Rubens Júnior has proposed and reported on significant projects, such as PL 4352/2021, which amends the Consumer Protection Code by reducing deadlines for correcting consumer data. Furthermore, he has positioned himself as a defender of the agendas of Court Officers, being the rapporteur for PL 4015/23, which deals with the recognition of the risk of the activity, and expressing support for the demands of these categories. In 2025, he was reappointed as head of the CCJC, reinforcing his technical profile and influence in the legislative debate.
