Rubens Otoni Gomide was born on February 6, 1956 , in Goianésia, Goiás. He is the son of Laerte Vieira Gomide and Anita Otoni Gomide. He has a higher education: he graduated in Law from the Faculty of Law of Anápolis (now UniEvangélica). He also began a course in Mechanical Engineering at the Federal University of Uberlândia, but did not complete it. In addition to being a politician, he works as a consultant.
Rubens Otoni has been a member of the Workers' Party (PT) since 1980. Before becoming a federal deputy, he was a state deputy in Goiás between 1992-1994 and 1999-2002. In 2002 he was elected federal deputy for Goiás, and has been re-elected consecutively since then: 2002, 2006, 2010, 2014, 2018 and 2022. In the Goiás PT, he presided over the party on multiple occasions and had an active role in party leadership divisions.
Rubens Otoni has a long history of parliamentary work focused on social rights, education, citizenship, and popular participation. He stands out for reporting on important projects, such as the "Flight to Freedom" bill, which creates measures to combat human trafficking in airports, with educational campaigns, complaint panels, and the involvement of air transport companies. He also proposed Bill 102/23 — the Teacher's Home Program , which aims to facilitate homeownership for public school teachers at all levels. He has held federal mandates since 2003, having been re-elected in the 2022 election for the 2023-2027 term, achieving his sixth consecutive term. In his parliamentary activities, he participates in essential committees, engages with local leaders, visits municipalities to identify regional demands, and maintains a strong presence in dialogue with the population, especially in Goiás.
