Pedro Deboni Lupion Mello, born in Curitiba on June 4, 1983. A rural producer and businessman linked to the cooperative movement, he holds a degree in Social Communication with an emphasis in Advertising, and a master's degree in Political Science from the Francisco de Vittoria and Rey Juan Carlos universities in Spain. He is also a specialist in Political Communication and Electoral Campaigns, with postgraduate studies at Georgetown University in the United States, where he specialized in Public Administration and Governance.
He is the son of former federal deputy Abelardo Lupion, who served six terms in the House of Representatives and chaired the Parliamentary Agricultural Front. Pedro is also the great-grandson of the former governor of Paraná, Moysés Lupion. His political career is based on defending municipalities, rural producers, cooperatives, public safety, and citizens' freedoms.
Pedro Lupion was part of the PFL Youth and always defended right-wing agendas. He began his political career as a state representative. He was elected to his first term in 2010, with 37,304 votes. As soon as he arrived at the Legislative Assembly of the State of Paraná (ALEPR), he assumed the leadership of the bloc defending agriculture in the House, and the vice-presidency of the Agriculture and Youth committees.
He also chaired the Temporary Committee to amend the Internal Regulations, a position he held during his second term as a state representative – a position he was re-elected to in 2014 with 65,580 votes. He delivered the new regulations for the House, chaired the Committee on Agriculture, Livestock, Supply and Rural Development, and was the Government Leader during Cida Borghetti's administration.
In 2018, he took flight to Brasília, being elected federal deputy with 92,300 votes. Since 2019, he has been a member of the Parliamentary Agricultural Front (FPA), where he served as Agricultural Policy Coordinator, Institutional Coordinator, and Political Coordinator in the House of Representatives before being elected President of the caucus.
In addition to the FPA, she has been a member of the Parliamentary Front for Cooperativism (FRENCOOP) since 2019. She chaired the Mixed Parliamentary Front for Biodiesel (FPBIO) for two years. She reactivated and chaired the Brazil-Spain Parliamentary Friendship Group in the National Congress.
He was the deputy leader of Jair Bolsonaro's government in the National Congress and also chaired the Parliamentary Front in Defense of Small Hydroelectric Power Plants and Generating Plants (PCH/CGH).
Pedro Lupion is the president of the FPA, the main parliamentary group in the National Congress, with approximately 350 deputies and senators. He was elected in 2023 for a two-year term and unanimously re-elected by his peers at the end of 2024. Thus, he became the first parliamentarian re-elected by the group in history.
He is the author of two legislative texts that have reduced bureaucracy in accessing rural credit in the country - the Agro Laws 1 and 2 (Law 13.986/2020 and Law 14.421/2022). He has reported on several projects aimed at rural producers, such as the self-control of production bill (PL 1293/21).
In 2024, Lupion, along with FPA and Frencoop, worked for the recognition of cooperative acts in the regulation of the Tax Reform (PLP 68/2024), approved by the National Congress. They spared no effort to ensure that the specificities of the cooperative sector – aimed at benefiting members and the community – were respected.
As president of the FPA, he worked for the approval of the Law on the Temporal Framework for Indigenous Lands and the Framework for Agricultural Pesticides, projects that were under consideration in the National Congress for 16 and 24 years, respectively.

Pedro Lupion received the Parliamentary Excellence Award from the Ranking of Politicians in every year of the 57th Legislature (2023-2026), being the best parliamentarian in Paraná and 16th in the overall ranking for the Legislature.
