Pedro Bandarra Westphalen is a physician and federal deputy for Rio Grande do Sul, elected by the Progressistas (PP-RS) party for the 2019–2023 and 2023–2027 legislatures. He is a native of Cruz Alta (RS) and was born on December 19, 1950. A medical graduate, Westphalen built part of his professional career in the health field, leading hospital institutions and participating in representative entities of the sector, such as the National Health Confederation and the Federation of Hospitals of RS, which contributed to his political work focused on public health and the quality of life of the population.
In his institutional political career, Westphalen has served in the House of Representatives as a representative for Rio Grande do Sul since 2019, having been re-elected with a large majority for the current legislature. He has held positions as vice-leader of the PP party and parliamentary blocs , and actively participates in committees, particularly in the areas of health, planning and control. He is also recognized for his dialogue with mayors and municipal managers in securing resources and implementing state and federal public policies. His work is also reflected in the allocation of parliamentary amendments to municipalities such as Novo Hamburgo, Westfália, and Ibirubá, benefiting areas such as health, the acquisition of ambulances, and the infrastructure of local public services.
In his legislative work, Westphalen has presented and supported a wide range of bills aligned with his agendas in health, agriculture, and response to adverse climate events. Among the bills he has presented are PL 341/2025 , which provides for the securitization of debts of rural producers affected by adverse climate events to facilitate debt renegotiation, and PL 3037/2025 , which establishes the National Policy for Comprehensive Care for People with Parkinson's Disease , in addition to proposals such as PL 2748/2025 , which includes basic notions of Brazilian Sign Language in higher education curricula, and PLP 261/2025 , which amends provisions of the tax system related to IBS/CBS, and PL 1163/2023 , which creates the National Medical Device Day . Westphalen was also appointed rapporteur for important proposals on clinical research in Brazil (such as PL 7082/2017) , advocating for the modernization and debureaucratization of scientific activity involving human beings.
