Paulo Roberto Freire da Costa (known as Paulo Freire Costa ) is a Brazilian politician and evangelical pastor , born on February 14, 1955, in São Paulo (SP) . A long-time member of the Liberal Party (PL) , he is also the leader of the Assembly of God, Belém Ministry in Campinas, where he has served as a pastor for decades before formally entering institutional politics. Freire Costa comes from a family with a strong religious background and is the son of Pastor José Wellington Bezerra da Costa. He distinguished himself in community and faith-based activities, which later translated into his electoral base and political discourse centered on family and social values.
In his political career , Paulo Freire Costa was first elected federal deputy for the state of São Paulo in 2010 , assuming office on February 1, 2011 , and was re-elected in 2014, 2018, and 2022 , currently serving his fourth term in the 57th Legislature (2023–2027) representing the PL-SP . In his parliamentary trajectory, he held positions as vice-leader of the parliamentary bloc (PR, PTdoB, PRP) early in his career and has served as an alternate member of committees such as Transportation and Public Security and Combating Organized Crime ; in the current legislature, he is a member of the Committee for the Defense of the Rights of Persons with Disabilities and was an alternate member of the Committee for the Defense of the Rights of the Elderly , consolidating his work on social issues, civil rights, and security.
In the National Congress , Paulo Freire Costa's legislative activity includes approximately 48 proposals authored in 2025 , without any rapporteurships registered on the House of Representatives' website. His work is marked by projects focused on security, health, family, and urban mobility ; among them are Bill 5532/2025 , which amends the Condominium Law (Law No. 4,591/1964) prohibiting delivery personnel from accessing the interior areas of buildings ; and Bill 6253/2025 , which amends the Brazilian Traffic Code (Law No. 9,503/1997) to establish rules for transporting children on motorcycles, mopeds, and scooters . Bill 5536/2025 , which amends the Health Plans Law (Law No. 9,656/1998) to guarantee coverage for the care of victims of sexual violence, including home medication ; and, in previous legislatures, Bill 631/2023 , which proposed changes to the Sanitary Surveillance Law and the Sanitary Infractions Law relating to the maintenance of ventilation systems in public transport , in addition to initiatives such as Bill 1374/2022 , which provided for the payment of alimony to dependents of victims of traffic accidents caused under the influence of alcohol or psychoactive substances .

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
