Paulo Henrique Coletti Fernandes (better known as Paulo Litro ) is a Brazilian lawyer and politician , born on October 30, 1991, in Pato Branco (PR) . A graduate in Law from Universidade Positivo and with a postgraduate degree in Administrative Law, he comes from a family with a political tradition; he is the son of former deputies Luiz Fernandes Litro and Rose Litro. He began his public career at a young age, working in the party movement and in the Legislative Assembly of Paraná before reaching the National Congress.
In his political career , Litro was elected state deputy in Paraná in 2014 and re-elected in 2018 , where he defended issues such as youth, consumer rights, and municipalism. In 2022, he was elected federal deputy for Paraná by the PSD with 82,707 votes , beginning his first term in the House of Representatives in the 2023-2027 legislature . Within the House of Representatives, Litro has held positions as vice-leader of the largest bloc in the House (PSD, MDB, Republicanos, PODE, and others) and, in March 2024, was elected president of the Tourism Commission , a position that allows him to set agendas related to the economic potential of this sector.
In the National Congress , Paulo Litro has an active legislative role, with approximately 77 proposals authored by him and 7 reported on in 2025, registered on the House of Representatives's website. Among the bills he has presented are:
• Bill 2678/2023 , which establishes the distribution of disposable diapers by the SUS (Brazilian Public Health System) to the elderly and people with disabilities ;
• Bill 727/2023 , which amends the Tenancy Law to regulate inspections of rented properties ;
• Bill 4668/2024 , which amends the Consumer Protection Code to improve customer service when canceling digital services ;
• Bill 2896/2024 , which grants the municipality of Campo Largo (PR) the title of National Capital of Porcelain ;
• Bill 4252/2025 , which amends the Bidding Law to establish that the qualification phase precedes the submission of proposals ;
• Bill 1180/2025 , which prohibits charging for the installation of essential equipment within the right-of-way of toll roads ;
• Bill 3152/2025 , which amends the public records law to include the name and registration number of the real estate broker or agency in the public deed ;
• Bill 3051/2023 , which regulates antisocial condominium owners in the Civil Code ;
• Bill 4702/2023 , which allows people with disabilities to fill remaining job vacancies in the labor market ;
• Bill 6006/2023 , which amends the National Dam Safety Policy ;
• Bill 5026/2023 , which allows the use of FGTS (Brazilian employee severance fund) for the purchase of more than one property ;
These projects reflect their work in consumer law, social public policies, economic regulation and local development , as well as agendas related to urban infrastructure and social protection .
