Trajectory
Paulo Francisco Muniz Bilynskyj was born on March 10, 1987, in São Paulo. He holds a postgraduate degree and worked as a civil police officer in São Paulo, as well as a professor of postgraduate courses in Criminal Law and Criminal Procedure.
In his political career, Bilynskyj was elected federal deputy for São Paulo in 2022 by the PL party, assuming office for the 2023-2027 legislature. Within his party, he has held positions as deputy leader, both of the PL caucus and of the minority in the House of Representatives.
In the National Congress, Bilynskyj focuses his work on public security, criminal law, and the defense of security forces. He chaired the House of Representatives's Public Security and Combating Organized Crime Committee during 2025. He is also a member of committees such as the Digital Law Committee and the Culture Committee.

Delegate Paulo Bilynskyj received the Parliamentary Excellence Award in 2023, 2025, and 2026 of the 57th Legislature (2023-2026) from the Ranking of Politicians , being the 13th best parliamentarian in São Paulo and 50th in the overall ranking for the Legislature.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
