Trajectory

Pauderney Tomaz Avelino was born on September 24, 1954, in Eirunepé, Amazonas. He graduated in Civil Engineering in 1979 from the University of Amazonas and began a law degree, which he did not complete. He was a professor at the Federal Technical School of Amazonas between 1974 and 1978 and later co-founded the construction company Construtora Capital. He also served as director of the Federation of Industries of the State of Amazonas and was a member of the Municipal Taxpayers Council. In recognition, he received the Italian Cavalieri di Gran Croce commendation and the Order of Rio Branco in Brasília in 1992.

Political career

Pauderney joined the PDC in 1990, went through different political parties (PPR, PPB, PFL) and consolidated himself in the Democrats (DEM), currently União Brasil, where he is the state secretary-general and former state president of the party in Amazonas.

He served six terms as a federal deputy (1991–2007 and 2011–2019), taking leave to assume the position of Municipal Secretary of Education in Manaus in 2013, returning to Congress in December of the same year. In the 2015–2016 legislature, he was deputy leader of the minority; in 2016, he served as leader of the DEM party and coordinated the impeachment process of Dilma Rousseff.

In January 2024, he returned to the Federal House of Representatives, reassuming the seat left vacant by Fausto Júnior, thus beginning his seventh term.

Performance in the National Congress

  • Bill 824/2025: proposed reducing the work week from 44 to 40 hours, using a 5x2 schedule, without a reduction in pay for private sector workers.

  • He participated in the approval of Complementary Law 214/2025, which regulates aspects of the Tax Reform, defending the interests of the Manaus Free Trade Zone and preserving its competitiveness.

  • He was re-elected in 2025 as vice-leader of the União Brasil caucus, the third largest in the House of Representatives, with 59 members.

  • He serves as a full member of the Finance and Taxation Committee (CFT), and as an alternate member of the Constitution and Justice Committee (CCJ) and the Education Committee.
