Osmar Gasparini Terra is a physician, political scientist, and federal deputy for Rio Grande do Sul , first elected in 1999 and currently serving successive terms in the National Congress , representing the state of Rio Grande do Sul. Born on February 18, 1950 , in Porto Alegre (RS) , Terra built his career in public health as the state Secretary of Health of Rio Grande do Sul and later in the federal government, where he was Minister of Social and Agrarian Development (2016–2018) and the first Minister of Citizenship and Social Action (2019–2020) , leading social programs such as Bolsa Família and Criança Feliz, which aim to strengthen social assistance and early childhood policies.
Institutionally, Terra is part of the Rio Grande do Sul delegation and has a significant presence on social issues, public safety, and education policies, frequently taking a stand in national political debates, including criticisms of Supreme Federal Court decisions on legislative matters. He left the MDB after more than 40 years of membership and joined the Liberal Party (PL) , seeking alignment with more conservative agendas at the federal level. In Congress, he participates in committees and debates on employment, public safety, child protection, national sovereignty, and civil rights, and also allocates parliamentary amendments to municipalities in Rio Grande do Sul for infrastructure works and public services, such as confirmed resources for urban paving and health in cities like Tenente Portela and Vila Flores.
In his legislative activity , Terra has presented and supported several bills that reflect his agenda of combating drugs, protecting children, and holding people criminally responsible, such as Bill 3066/2025 , which establishes measures to confront and repress crimes of child pornography related to technology, and Bill 3946/2024 , which creates a special pension for dependents of volunteers killed in natural disasters. He also proposed Bill 2405/2024 , to establish the National Force of the Unified Social Assistance System (Forsuas), and a set of projects aimed at protecting the elderly and workers with specific health conditions, such as Bills 569/2022 and 1166/2022 , which deal with criminal protection and the inclusion of diseases in the social security system. His work also includes advocating for harsher penalties against drug users and publicly stating his positions on national security and democracy policies.
