Orlando Silva de Jesus Júnior is a Brazilian politician and lawyer , born on May 27, 1971, in Salvador, Bahia . He began his political career at a young age in the student movement , eventually becoming president of the National Union of Students (UNE) , and built a historic public career focused on defending human rights, racial equality, sports as a public policy, and democratic freedoms. He was a city councilor in São Paulo before being elected federal deputy for São Paulo in 2014 and re-elected in 2018 and 2022, currently serving his term in the 57th Legislature of the House of Representatives (2023-2027) for the Brazil Federation of Hope (PT-PCdoB-PV) . He also served as Minister of Sports in the Lula and Dilma governments (2006-2011) , a position in which he strengthened programs such as Bolsa-Atleta and Segundo Tempo .
In his political career , Orlando Silva has held several leadership positions within the House of Representatives, including roles as deputy political leader and bloc leader at various stages of his campaigns and previous terms, and was president of the Human Rights and Minorities Commission in past legislatures. In the 57th Legislature, in addition to being an alternate member of permanent committees such as the Constitution and Justice Committee and the Communications Committee , he is a full member of the Special Committee on the Sports Incentive Law (PLP 234/24) and the Special Committee on the National Fund for Racial Equality (PEC 027/24) , where he serves as rapporteur , reinforcing his agendas of racial equality, inclusion, and grassroots sports . Orlando also coordinates and participates in working groups in areas such as the protection of children and adolescents in the digital environment .
In the National Congress , Orlando Silva has a significant legislative presence, with dozens of proposals registered as his own in 2025 , in addition to several highly relevant reports in the legislative process. His work includes reporting on matters such as PLP 234/24 (Sports Incentive Law) , debating mechanisms to promote sports as a public policy, and PEC 027/24 (National Fund for Racial Equality) , aimed at creating financing mechanisms for racial equality policies. He was also the rapporteur for the so-called "Fake News Bill" (PL 2630/2020) , seeking to improve legislation on freedom, responsibility, and transparency on the internet to combat the spread of misinformation on digital platforms, although negotiations are underway for the resumption of processing.
Furthermore, Orlando Silva participated as a co-author of proposals such as Bill 2852/2025 , which deals with the protection of documents and access to memory for people separated from their children due to leprosy , reflecting his focus on human rights and transitional justice.
