Miguel Lombardi de Souza (known as Miguel Lombardi ) is a Brazilian politician, public administrator, and federal deputy for the state of São Paulo , born on January 29, 1964, in Limeira (SP) . With a degree in public administration , he began his professional career as a bank clerk before venturing into various sectors and entering public life as a city councilor in Limeira , being elected in 2000 and re-elected in 2004, 2008, and 2012 , which consolidated his political base in the municipality. Lombardi was first elected federal deputy in 2014 , being re-elected in 2018 with approximately 93,000 votes and in 2022 with approximately 107,000 votes , currently serving his third term in the 57th Legislature (2023–2027) for the PL-SP party . His career path reflects a combination of diverse professional experience, work in the municipal legislature, and strong regional support in Limeira and the interior of São Paulo state.
In his political career , Lombardi has held positions as vice-president and member of parliamentary fronts , participating in groups that bring together parliamentarians from different states and political parties in the House of Representatives. He has taken a firm stance on votes with institutional impact, such as voting against the proposal to increase the number of federal deputies (PLC 177/2023) , arguing about costs and prioritizing health and combating corruption. Lombardi also returned part of his office expenses as a demonstration of fiscal responsibility and waived his special parliamentary pension, understanding the importance of controlling privileges.
In the National Congress , Miguel Lombardi has an active legislative role, presenting several bills and contributing to policies aimed at retirees, social security, and social inclusion . His work includes proposals such as Bill 2535/2025 , which amends Law No. 8.213/1991 to require express and individualized authorization before deductions related to association membership fees from INSS (Brazilian National Social Security Institute) benefits ; Bill 2937/2023 , which amends Law No. 12.965/2014 (Marco Civil da Internet - Brazilian Internet Bill of Rights) to establish a mechanism for verifying the identity of profiles registered on social networks ; and Bill 1574/2022 , which amends Law No. 9.656/1998 to expand the mandatory coverage of supplementary health procedures or services . Bill 925/2023 , which provides for the resumption of financial assistance to Long-Term Care Institutions for the Elderly after the COVID-19 pandemic ; Bill 2938/2023 , which establishes the Socio-Digital Inclusion Program for the Elderly Population through the Universalization Fund for Telecommunications Services ; and Bill 926/2023 , which provides for measures to ensure that public leisure spaces prevent aggression, harassment, or discrimination against women and transgender people , initiatives that demonstrate his work in social security, elderly rights, digital regulation, and social and human rights protection . Among his projects, a bill of his authorship that strengthens security mechanisms to combat fraud against retirees and pensioners (Bill 2535/2025) was approved in the House of Representatives and is now under analysis in the Senate .
