Márcio Jerry Saraiva Barroso was born on November 14, 1966, in Colinas, Maranhão. A graduate in Journalism, he began his political career at a young age, engaged in the student movement while studying Social Communication at the Federal University of Maranhão (UFMA), where he even presided over the Central Student Directory. He also worked as a substitute teacher and member of councils related to childhood and adolescence, in addition to working as a journalist and advisor at different levels of public power.
His political career spanned municipal, state, and national levels. He served as municipal secretary of Communication in Imperatriz and São Luís, state secretary of Social Communication and Political Affairs in the government of Maranhão, and state president of the PCdoB-MA (Communist Party of Brazil - Maranhão). In 2018, he was elected federal deputy for Maranhão with 134,223 votes, a mandate he assumed in 2019, and was re-elected in 2022. During his first term, he took a leave of absence to serve as Secretary of State for Cities and Urban Development of Maranhão; he returned to his mandate after his time in the Executive branch.
In the National Congress, Márcio Jerry has played a prominent role in highly relevant committees, drafting bills and proposals concerning inclusion, human rights, urban development, and oversight of the Executive branch. He was elected vice-president of the House of Representatives's Financial Oversight and Control Committee in March 2025, placing him in a strategic role of monitoring the actions of the federal government. He also proposed and had approved in committee Bill 4830/19, which allows Strategic Defense Companies to use intellectual property rights as collateral in financing related to national defense goods and services. Another relevant initiative was Bill 4396/23, which amends Law 14.583/23 to include people with disabilities in public policies for the dissemination of fundamental and human rights, a reality that is increasingly urgent. He also presented Bill 1026/24, which recognizes the professional practice of court officers, public defenders, and public lawyers as a permanently risky activity. Furthermore, he has been prominent on social media and in congressional influence rankings in Maranhão, and his parliamentary stance emphasizes dialogue, transparency, participation in structuring agendas, and oversight, as indicated by his work on control committees and his engagement in issues related to citizenship.
