Luiz Carlos Ghiorzzi Busato is a Brazilian architect, urban planner, and politician born on November 6, 1948, in Caçador (SC). Currently affiliated with the União Brasil party (RS) , Busato has a long public career that includes experience in municipal and state executive branches before becoming a federal congressman. A graduate in Urban Planning and Real Estate Management, he began his local political career as a city councilor and later mayor of Canoas (RS) , which broadened his scope in public management and urban planning, consolidating ties with political and community leaders in the region.
In his institutional political career, Busato serves as a federal deputy for Rio Grande do Sul in the 2023–2027 legislature , marking his fourth consecutive term in the House of Representatives. In Congress, he has accumulated experience on committees and serves as vice-leader of the União Brasil e Alianza bloc , participating in the parliamentary coordination of priority agendas. He is a full member of committees dealing with relevant issues such as the External Committee on Paralyzed and Unfinished Public Works in the Country , the External Committee on Damage Caused by Floods in Rio Grande do Sul , the Special Committee on Prevention and Assistance to Disasters and Natural Calamities, and the Transportation and Highways Committee , in addition to being an alternate member of committees such as Environment and Finance. This institutional activity reflects his commitment to infrastructure, emergency response, and regional development.
In the field of legislative activity , Busato has presented and reported on bills addressing various topics of national and regional interest. Among his proposals are Bill 1668/2025 , which grants the municipality of Sarandi (RS) the title of National Capital of Chapão Food , and Bill 4079/2025 , which recognizes Rodeio Bonito (RS) as the National Capital of Pig Farming , highlighting the traditions and potential of municipalities in Rio Grande do Sul. He also signed proposals such as Bill 4290/2023 , which establishes the Brazilian market for environmental assets and its regulation, seeking to incorporate mechanisms for economic sustainability in the country. Furthermore, he has participated as rapporteur in matters such as PRL 2/2025 (referring to Bill 605/2024 in the Environment Committee), and has publicly expressed his position in plenary on topics such as the protection of minors in the use of social networks, with Bill 2387/2025 . Complementing his legislative work, Busato allocates significant parliamentary amendments to health, infrastructure, and family farming in several municipalities in Rio Grande do Sul, such as resources for health areas in Ipiranga do Sul, São José do Hortêncio, Chiapetta, and Morro Redondo, reinforcing his focus on local development and meeting regional demands.
