Lucas Barreto

Luiz Cantuária Barreto, originally from Macapá , known as Lucas Barreto, is a Brazilian politician affiliated with the Social Democratic Party (PSD) . He is currently serving his first term as a senator for Amapá .

Political Career

He was elected state deputy in 1990, having participated in the drafting of the Constitution of the State of Amapá as Rapporteur of the Economic and Social Order Commission, as well as Deputy Rapporteur of the State Constitution. He was the 7th most voted candidate and the youngest among those elected. In 1991 and 1992, he held the position of 2nd Vice-President on the Board of Directors of the Legislative Assembly and, in the 1993/1994 biennium, the position of 1st Secretary.

In 1994, he was re-elected as a state representative, serving as 1st and 2nd Secretary on the Board of Directors in the 1995/1996 and 1997/1998 terms, respectively, in addition to being a full member of the Constitution, Justice and Drafting Committee.

He was re-elected in 1998 to the position of state deputy, serving as Rapporteur of the Constitution, Justice and Drafting Committee and as President of the Budget and Finance Committee of the Legislative Assembly of the State of Amapá .

In 2002, he was re-elected as a state deputy, and was elected President of the Legislative Assembly of the State of Amapá for the 2003/2004 term. In 2006, he ran for vice-governor on Papaléo Paes' (PP) ticket, finishing in third place. In the 2010 elections, he ran for governor of Amapá, but was defeated in the second round by Camilo Capiberibe (PSB) . In 2014, he ran for governor again, but did not advance to the second round.

He served as a city councilor for Macapá from 2013 to 2016. In 2018, he was elected senator.

Performance in the National Congress

The senator stands out for his advocacy for the start of research that will guarantee oil exploration off the coast of Amapá. Furthermore, he fights for consumer rights and for improved development in the northern region of the country.

Among his main achievements, the following stand out:

• He is the author of Bill 5187/2020 , which establishes benefits for electricity consumers in the State of Amapá who had their power supply interrupted due to an incident that occurred on November 3, 2020, at the Macapá substation, and mandates the installation of a safety mechanism in electricity-producing states.

• He is one of the authors of Constitutional Amendment Proposal 36/024 , which amends Article 231 of the Federal Constitution to guarantee indigenous people the right to carry out any productive activities on their lands and replaces the use of the term "Indians" with "indigenous people".

• He was the rapporteur for PRS 53/2019 , which creates the Mixed Parliamentary Front in defense of Logistics in the Northern Region.
