Luiz Benes Leocádio de Araújo is a Brazilian public servant and politician born on April 22, 1966, in Santana do Matos (RN) . Affiliated with União Brasil , he built a strong political career in Rio Grande do Norte, especially in municipal politics, before reaching the House of Representatives. He served five terms as mayor of Lajes and four terms as president of the Federation of Municipalities of Rio Grande do Norte (FEMURN) , where he stood out for his defense of municipal autonomy and the strengthening of city halls. In the 2018 election, he was the most voted federal deputy in RN , with 125,841 votes, consolidating his presence on the federal scene.
In institutional political activity, Benes Leocádio has been a key player in issues related to municipalism and the budgetary coordination of the Rio Grande do Norte delegation. He was the coordinator of the federal delegation from Rio Grande do Norte , a role in which he systematized the allocation of amendments and state priorities to the Union, and currently represents Rio Grande do Norte on permanent committees of the House of Representatives, participating in debates on regional development, social rights, and public policies that impact municipalities. At the same time, he has positioned himself as one of the most loyal non-PT parliamentarians to the Lula government within the Rio Grande do Norte delegation, demonstrating alignment in key votes on the government agenda.
In his legislative work, Benes Leocádio presents and supports projects that reflect different thematic areas, including social inclusion, education, mobility, protection of rights, and support for public health. Among his proposals are Bill 2233/2024 , which amends the Statute of Persons with Disabilities to encourage participation in cultural, sporting, and recreational activities; Bill 654/2025 , which mandates service via video call in Libras (Brazilian Sign Language) in call centers ; Bill 656/2025 , which amends legislation so that healthcare for people with autism spectrum disorder is preferably provided by the same professional; Bill 878/2025 , which increases penalties for mistreatment of people with disabilities, the elderly, or those undergoing cancer treatment; and Bill 660/2025 , which classifies as an act of impropriety the denial of registration of proposals for amendments destined for philanthropic hospitals. He also presented projects related to housing for women victims of domestic violence, urban mobility, and policies to support family farming, demonstrating broad legislative activity.
