Dr. Luiz Alberto Ovando is a clinical physician, cardiologist, geriatrician, and university professor , born on September 25, 1949, in Corumbá (MS) . Before entering politics, he worked for decades in the medical field, coordinating residency programs and hospital services and integrating regional and national cardiology entities. He is also a lecturer, author of books, and professor of biblical studies , with a strong community involvement and commitment to social issues related to health and family.
In his political career , Ovando was elected federal deputy for Mato Grosso do Sul in 2018 with 50,376 votes and re-elected in 2022 for the 2023-2027 legislature , currently affiliated with the Progressistas (PP-MS) party. In Parliament, he held positions as party vice-leader and parliamentary bloc leader throughout the legislatures, was 3rd vice-president of the Special Commission on Obstetric Violence and Maternal Mortality and 1st vice-president of the Commission of PEC 005/23 (Tax Immunity) , in addition to being a full member of commissions such as Health , Sports and Human Rights, Minorities and Racial Equality in the 57th Legislature. He also coordinated parliamentary fronts such as the Parliamentary Front for the Valorization of the Clinician and Rescue of Medical Identity and works on other fronts related to agriculture and social issues.
In the National Congress , Dr. Luiz Ovando has extensive legislative activity, with approximately 191 proposals authored by him and 11 reported on in 2025, registered on the House of Representatives's website. Among his bills are PL 6077/2025 , which authorizes the Executive Branch to institute a Program to Encourage Physical Activity for the Elderly ; PL 5471/2025 , which establishes the National Program to Promote the Entry of Transplanted Persons into the Labor Market ; PL 5380/2025 , which provides for the observance of recognized professional specialties in public health service examinations ; and PL 5457/2025 , which provides for the mandatory public and equitable selection process for admission to undergraduate courses in public higher education institutions , prohibiting special selection processes that dispense with merit-based examination. He also presented other projects in previous years, such as Bill 4255/2024 , which establishes National Sorghum Day , and Bill 136/2024 , which amends the Statute of Children and Adolescents to prohibit discrimination based on Covid-19 vaccination. These initiatives reflect his emphasis on public health, education, social inclusion, and professional development in the health field .
