Professor Luciene Cavalcante da Silva (known as Professor Luciene Cavalcante ) is a Brazilian politician, educator, and researcher , born on December 21, 1979, in São Paulo (SP) . She holds a degree in Pedagogy from USP and a master's degree in Education from Unicamp . She worked for over two decades as an early childhood education teacher, school principal, and supervisor in the municipal and state public school system of São Paulo. She is also a lawyer and researcher in educational law . She actively participated in social movements defending the rights of public servants and quality public education, having been the creator of inclusion and youth and adult education councils before entering parliamentary office.
In her political career , Luciene Cavalcante was elected alternate federal deputy for the state of São Paulo by PSOL (in the PSOL-REDE Federation) and assumed office in the 57th Legislature (2023–2027) on February 3, 2023. She is one of the leading voices in defense of the appreciation of education professionals, the rights of public servants, social inclusion, and free, quality public education— issues that have marked her parliamentary work since the beginning of her term.
In the National Congress , Professor Luciene Cavalcante has an intense and diverse legislative activity, with 580 proposals of her authorship and 8 reported in 2025 registered on the House of Representatives' portal. In running text, her work includes the presentation of projects such as PL 961/2023 , which makes the non-payment of the national minimum wage for teachers a crime of administrative misconduct , reinforcing the application of the teachers' minimum wage law; PL 2387/2023 , which amends the Law of Guidelines and Bases of Education (LDB) to include early childhood educators in the teaching career (project approved by the House of Representatives and under consideration in the Senate); PLL 21/2023 (PLP 21/2023) , which unfreezes the rights of public servants suspended by Complementary Law 173/2020 , including the counting of time for promotions and benefits; Bill 1559/2024 , which proposes to prohibit the use of artificial intelligence in the development of educational materials in public education ; Bill 2223/2025 , which increases penalties in the Penal Code for defamation and bodily harm when committed against education professionals ; Bill 6149/2025 , which adds misogyny as a reason for discrimination in the Law on Racial Crimes ; Bills 783/2024 and 784/2024 , aimed at animal protection in agricultural production ; and other projects focused on education, workers' rights, the environment, and culture , such as proposals to recognize cultural heritage and educational programs, highlighting their focus on valuing teachers, social justice, and human rights .
