José Silva Soares (better known as Zé Silva ) is a Brazilian politician and agricultural engineer , born on May 11, 1963 in Iturama (MG) . Before his parliamentary career, he worked as an agronomist, family farmer, and rural extension agent , also trained in fish farming, soil science, and the environment. He presided over Emater-MG (Company for Technical Assistance and Rural Extension) and worked on family farming and rural development programs.
In his political career , Zé Silva was first elected federal deputy for Minas Gerais in 2010 and is currently serving his fourth consecutive term (2011-2015, 2015-2019, 2019-2023, and 2023-2027) , now representing the Solidarity (SD) party . Throughout his parliamentary career, he has held positions as vice-leader and leader of Solidarity in the House of Representatives of Deputies, in addition to serving as vice-leader of parliamentary blocs at different times. In the 57th Legislature , he chaired the Participatory Legislation Committee (2023-2024) and, in 2025, was elected president of the Committee for the Defense of the Rights of the Elderly in the House of Representatives, focusing on the quality of life and social security rights of this population.
In the National Congress , Zé Silva's work focuses on family farming, social rights, regional development, and sustainability . In 2025, 56 proposals authored by him and 1 reported on the House of Representatives's website are listed. Among the projects he presented are PL 6181/2025 , which establishes the National Occupation of Rural Extensionist and recognizes rural technical assistance activities; PL 5804/2025 , which amends Law No. 12,764/2012 to provide for guidance for caregivers of children with ASD; PL 783/2025 , which confers on the municipality of Dores de Campos (MG) the title of National Capital of Saddlery and establishes National Saddler's Day ; and PL 3204/2025 , which confers on the municipality of Itabirito (MG) the title of National Capital of Angu Pastry . Bill 2501/2024 , to include rural youth among family farming suppliers in the National School Feeding Program ; Bill 3578/2024 , which amends Law No. 8,629/1993 on possessory trespasses; in addition to others such as Bill 2580/2023 (mandatory digital tracking in gold transactions) and Bill 5961/2023 (establishing the National Numismatist Day).
