José Leônidas de Menezes Cristino, born on June 3, 1957, in Coreaú (Ceará), is a civil engineer, having graduated from the University of Fortaleza (Unifor) in 1982. His political career began in public service in 1989 as director of operations for the Fortaleza City Hall during Ciro Gomes' administration. Between 1991 and 1994, he served as the state secretary of Transportation, Energy, Communications, and Public Works for Ceará. In 1994, he was elected federal deputy for the first time, returning to the House of Representatives for successive terms. He also served as secretary of public works for the Sobral City Hall, was mayor of Sobral for two terms, and, during President Dilma Rousseff's administration, assumed the Special Secretariat of Ports. Cristino is married to Maria Esther Frota Cristino and has two children.
Throughout his career, Leônidas Cristino alternated between terms as a congressman and periods in municipal or federal administration, always maintaining a significant electoral base in Ceará. Affiliated with the PDT party, he has been active in legislative areas involving education, culture, engineering, infrastructure, adaptation to climate change, and transportation policies, assuming leadership positions in committees such as Transportation, Culture, and Labor. He has also presented bills with symbolic and practical impact, such as Bill 771/22, which named the Passenger Maritime Terminal of the Port of Fortaleza as "Antônio Carlos Belchior," a bill that became law.
In the National Congress, Cristino stands out for articulating agendas that link local demands from Ceará with national challenges, especially in the areas of infrastructure (highways, ports, public transport), culture and education, in addition to defending professional causes such as a minimum wage for public administrators. He authored the bill that establishes a national minimum wage for administrators (PL 2644/2022), supported the Constitutional Amendment that recognizes court officers as a typical state career, and promotes public hearings on air safety and national rail transport. Concern about climate change is also part of his parliamentary agenda, as is the promotion of engineering as an instrument of development.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
