Trajectory
José Leonardo Costa Monteiro (known as Leonardo Monteiro ) was born on October 9, 1951, in Governador Valadares (MG) . A university graduate and lawyer, he initially developed his career in municipal law and public administration, becoming recognized for his work defending social policies, regional inclusion, and the institutional strengthening of public bodies focused on socioeconomic development in Minas Gerais and the country.
In his political career , Monteiro was first elected federal deputy for Minas Gerais in 2002 and has held consecutive terms since 2003, representing the PT-PCdoB-PV Federation in the House of Representatives. Throughout his terms, he has remained an experienced parliamentarian, strongly focused on issues related to regional infrastructure, higher education, economic development, and social inclusion. Earlier in his career, he also highlighted initiatives aimed at expanding federal university courses and campuses in Minas Gerais and promoting infrastructure projects for state and federal highways in the region.
In the National Congress , Monteiro is a member and chair of committees and boards focused on social and labor issues, and participates in external committees, such as the External Committee on Monitoring Dam Breaks and Repactuation and the Committee on Participatory Legislation ; he is also the 1st vice-president of the Labor Committee in the current legislature. In 2025, he has authored 179 proposals and reported on 6 in the House of Representatives's plenary. Among the projects he authored are PLP 256/2023 , which amends rules on registration and records of rural properties; PL 5451/2025 , which establishes the "National Rio Doce Day" with guidelines for its celebration and actions for the defense and recovery of the basin; and, in previous years, PL 116/2022 , which proposes changes to ensure safety and protection in natural areas dedicated to tourism and leisure. Furthermore, he co-authored Bill 2245/2023 , which establishes the National Policy on Work and Citizenship for the Homeless Population , approved in the House of Representatives and sent to the Senate. These initiatives demonstrate his work in regional development, environmental sustainability, social rights, and the protection of vulnerable workers and communities .
