José Carlos Becker de Oliveira e Silva (known as Zeca Dirceu ) is a Brazilian politician born on June 21, 1978, in Umuarama, Paraná . A businessman by training, he is the son of former minister José Dirceu and began his career in public life after serving in municipal and regional executive positions, including coordinating the State Secretariat of Labor, before being elected to the National Congress in 2010 .
In his political career , Zeca Dirceu has been affiliated with the Workers' Party (PT-PR) since 1996 and is currently serving his fourth consecutive term as a federal deputy (2011–2015, 2015–2019, 2019–2023 and 2023–2027) . Before arriving in the House of Representatives, he was mayor of Cruzeiro do Oeste for two terms (2005–2010) , where he implemented comprehensive education policies and participatory management. In Parliament, Zeca Dirceu has served as deputy leader of the PT caucus on several occasions , was leader of the Brazil Federation of Hope (PT-PCdoB-PV) in 2023–2024 , and is vice-president of the House of Representatives's Education Committee in 2025 , reinforcing his focus on public education policies.
In the National Congress , Zeca Dirceu has an active legislative role, with approximately 45 proposals of his authorship registered on the House of Representatives's website in 2025 , and none reported during the same period.
