Captain Augusto (José Augusto Rosa) is a Brazilian reserve military police officer and politician born on October 4, 1966, in Ourinhos (SP) . Before entering politics, he served for decades in the São Paulo Military Police , reaching the rank of captain and specializing in public security, an experience that shaped his legislative work in Congress. He holds a master's degree in Police Sciences of Security and Public Order and is an influential voice on issues of security, public order, and the appreciation of security forces.
In his political career , Captain Augusto was first elected federal deputy for São Paulo in 2014 and re-elected in 2018 and 2022 , currently serving his third term in the 57th Legislature (2023–2027) for the PL-SP coalition . Throughout his terms, he has held positions as deputy leader of blocs and of the PL at different times (including 2023–2025) and was deputy leader of the Minority in October 2025 , in addition to serving on committees such as the Public Security and Combating Organized Crime Committee, the Constitution and Justice and Citizenship Committee, and other alternate positions that consolidate his involvement in procedural debates. He is also the national vice-president of the PL and one of the main organizers of the Parliamentary Front for Public Security in the National Congress .
In the National Congress , Captain Augusto has a robust legislative performance, with more than 115 proposals of his authorship in 2025 registered on the House of Representatives's portal. In running text, his work includes proposals such as PLP 47/2025 , which amends the Fiscal Responsibility Law to exclude bonuses for voluntary delegated activity from total personnel expenses ; PL 1315/2025 , which amends the Statute of the Child and Adolescent to reformulate the selection process for Guardian Counselor ; PL 1472/2025 , which amends the Penal Code (Decree-Law No. 2,848/1940) in provisions related to criminal conduct; PL 2414/2025 , which provides for the participation of female athletes in official competitions based on biological sex ; Bill 6609/2025 , which establishes the Single Federal License for Itinerant Circuses ; and Bill 6614/2025 , which creates the National Registry of Reference Values for Artistic Contracting with public funds . Other proposals authored by him previously registered include Bill 4931/2024 , which establishes the National Policy for the Promotion of Mental Health and Social Well-being 60+ , and Bill 4992/2024 , which creates the National Program for Adapted Housing 60+ , demonstrating his work on topics ranging from social public policies to regulatory security and the structure of public services.
