José Alfonso Ebert Hamm (known as Afonso Hamm ) is a federal deputy for Rio Grande do Sul , affiliated with the Progressistas (PP) party , born on April 25, 1962, in Hulha Negra (RS) . An agricultural engineer and rural producer, Hamm has strong ties to the rural environment and the Gaucho tradition, having worked in entities such as the Rice Growers Association, Cobagelã, and the Fruit Growing Committee before entering national politics. He was first elected federal deputy in 2003 and is currently serving his fifth consecutive term (2023–2027) , being one of the longest-serving members of the Rio Grande do Sul delegation in the House of Representatives.
Throughout his institutional political career, Afonso Hamm has held several prominent roles within Parliament and his party. He is the vice-president of the Progressistas party in Rio Grande do Sul , helping to coordinate the party's actions in the state, and serves as a member of important committees such as the External Committee on Damage Caused by Floods in Rio Grande do Sul , the Special Committee on Prevention and Assistance to Disasters and Natural Calamities , and the Committee on Agriculture, Livestock, Supply and Rural Development , in addition to being an alternate member of committees such as Health, Transportation and Public Works, and Sports. This activity reflects his expertise in infrastructure, agriculture, rural development, and disaster response issues, as well as his accumulated experience in the Legislative branch.
In his legislative work, Hamm has presented a wide range of proposals that reflect regional and sectoral interests. Among the bills he has authored are initiatives such as PL 2823/2022 , which grants the municipality of Esmeralda the title of National Capital of Lassoing, valuing regional cultural and sporting traditions; PL 4469/2025 , which grants the municipality of Flores da Cunha the title of National Capital of the Grape Harvest; and proposals focused on infrastructure and agriculture, such as projects that include highways in Rio Grande do Sul in the federal highway subsystem ( PL 5494/2023 , PL 5495/2023 , PL 5200/2023 ). He also presented projects on supporting agricultural recovery after extreme weather events ( PL 2519/2024 ) and proposals related to rural credit and rural insurance legislation ( PL 4253/2024 and PL 1511/2023 ), in addition to bills dealing with diverse topics such as changes to military service regulations and judicial recovery for farmers. Hamm was appointed rapporteur for PL 5122/2023 , which deals with the securitization of rural debts, a central theme for agribusiness and the rural economy of Rio Grande do Sul. His work is also reflected in the allocation of parliamentary amendments for infrastructure and health in municipalities, reinforcing his performance both in legislative proposals and in concrete results for communities in the interior of Rio Grande do Sul.
