Jorge José Santos Pereira Solla was born on April 11, 1961 , in Salvador, Bahia . He is a public health physician, graduated from UFBA (1984), with a master's degree in Collective Health (1993) and a doctorate in Clinical Medicine from UFRJ (2009). From a young age, he actively participated in the student movement, eventually presiding over the Academic Directorate of Medicine and being a member of the DCE at UFBA. He was one of the founders of the PT in Bahia and dedicated most of his life to the field of public health.
Jorge Solla held prominent positions in public health management: he was Municipal Health Secretary of Vitória da Conquista (1999–2002), Secretary of Health Care at the Ministry of Health (2003–2005), and Secretary of Health for the State of Bahia (2007–2014), where he led a series of transformations in the public health network, expanding beds, emergency units, and medical-hospital coverage. In 2014, he was elected federal deputy, and has served in the House of Representatives ever since, being re-elected in 2018 and 2022.
In Congress, Jorge Solla established himself as an influential leader in public policy, especially in the area of health. In 2025, he authored 180 proposals and was the rapporteur for 4 projects , in addition to contributing to 189 roll-call votes. He is a member of the Health Committee and the Special Committee on Health Agents and the Fight against Endemic Diseases (PEC 014/21) , as well as serving as an alternate member on committees such as the Financial Oversight and Control Committee and the Tax Reform Committee (PL 1087/25).
He also plays a prominent institutional role, having been vice-leader of the Brazil Federation of Hope (PT-PCdoB-PV) and holding leadership positions in foreign parliamentary groups, such as 2nd secretary of the Brazil-Ukraine Group and 3rd vice-president in groups for Thailand, the Philippines and Indonesia.
Solla stands out for his public debate on health, infrastructure, economy, and development. One of his major recent achievements includes the universalization of SAMU (Mobile Emergency Care Service) in Bahia , a result of his efforts in the House of Representatives and his previous experience as Secretary of Health.
