Joaquim Passarinho Pinto de Souza Porto, born in Belém, Pará, on July 18, 1957, graduated in Architecture from the Federal University of Pará (UFPA). Before beginning his political career, he worked as a businessman in the civil construction sector. He is the nephew of Jarbas Passarinho , former president of the Federal Senate (1981-83), former governor of Pará (1964-66), and former Minister of Labor (1967-69), Education (1969-74), Social Security (1983-85), and Justice (1990-92). He is Catholic and, since taking office as a federal deputy in 2015, has carried with him an image of Our Lady of Nazaré , representing the mother of Jesus Christ.
Joaquim Passarinho began his political career in 1988 when he was elected city councilor of Belém for the Brazilian Labour Party (PTB), a position he held for four consecutive terms until 2002. Between 2003 and 2010 he was a state deputy. From 2011 to 2014, he was Secretary of State for Public Works of Pará, during the administration of Governor Simão Jatene . He was elected federal deputy in 2014 with 76,000 votes, already representing the Social Democratic Party (PSD). He was re-elected in 2018 and, in 2022, after joining the Liberal Party (PL), he obtained 122,553 votes, being the 12th most voted in his state .
During his term as a federal deputy, Joaquim Passarinho initially stood out for his anti-corruption stance, serving as president of the Special Commission that established measures against corruption (PL 4850/16), at a time considered the height of Operation Lava Jato .
In 2016, he was one of the federal deputies who voted in favor of the impeachment of President Dilma Rousseff . He voted in favor of several economic reforms, such as the Constitutional Amendment that established the Spending Cap Rule in 2016, the Labor Reform in 2017, the Pension Reform in 2019, and the Tax Reform in 2023. He stood out as one of the main architects of the extension of the Payroll Tax Exemption .
He is the president of the Parliamentary Front for Entrepreneurship (FPE) , one of the most important in the National Congress.

Joaquim Passarinho received the Parliamentary Excellence Award from the Politicians Ranking in the years 2017, 2020, 2021, 2022, and every year of the 57th Legislature (2023-2026), being the 1st parliamentarian from Pará and 13th in the overall ranking for the Legislature.
