Trajectory

João Alberto Fraga, better known as Alberto Fraga, born in Estância/SE on June 2, 1956, is a Brazilian military police officer and politician, affiliated with the Liberal Party (PL). Fraga held a seat in the Federal House of Representatives for four terms.

Political career

Alberto Fraga began his political career in 1997, when he became a parliamentary advisor to the military police in the House of Representatives and president of the PM Officers' Club. He was elected alternate federal deputy for the PMDB, with 21,244 votes, and assumed a seat in the House of Representatives. In 2002, he was elected federal deputy with 27,939 votes and re-elected in 2006 with 95,514 votes for the then PFL.

During his terms in office, Fraga was deputy leader of the PMDB in 2003, deputy leader of the PFL between 2005 and 2007, and deputy leader of the DEM. In 2005, he led the Parliamentary Front for the Right to Self-Defense, which spearheaded the NO campaign in the Gun Referendum. He took leave from his position as a congressman between 2007 and 2010 to serve as Secretary of Transportation for the Federal District, where he implemented projects such as "Brasília Integrada" and the elimination of illegal transportation.

In 2010, he ran for Senate in the Federal District, obtaining over 500,000 votes, but was not elected. In the 2014 elections, he was the most voted federal deputy in the Federal District with 155,056 votes . In 2018, he ran for governor of the Federal District, obtaining 88,840 votes (1.79%) and finishing in sixth place. In 2022, he was again elected federal deputy for the Federal District with 28,825 votes .

Performance in the House of Representatives

Alberto Fraga has distinguished himself through his work on issues related to public safety, defending the right to self-defense, and transportation policies. Among his main areas of focus are:

  • President and founder of the "Bullet Caucus" since 2005 (Parliamentary Front for Public Security), advocating for policies to strengthen security forces and the right to self-defense.
  • Former president of the Public Security and Combating Organized Crime Commission (CSPCCO) , where he works on the analysis of bills related to public security and the fight against crime.

  • Author of 15 laws , including LAW No. 10.703/03 , which makes CPF registration mandatory when purchasing prepaid cell phones to prevent fraud and crime, and LAW No. 13.305/16 , which requires food labels containing lactose to indicate the presence of the substance. He has presented more than 600 bills.

In 2016, he was one of the federal deputies who voted in favor of the impeachment of President Dilma Rousseff . He voted in favor of several economic reforms, such as the Constitutional Amendment that established the Spending Cap Rule in 2016, and the Labor Reform in 2017. He voted against the 2023 Tax Reform .

Acknowledgements

Alberto Fraga received the Parliamentary Excellence Award from the Politicians Ranking in 2024 and 2026, being the 2nd best parliamentarian in the Federal District and 49th in the overall ranking.
