Ícaro Barbosa Costa, known as Ícaro de Valmir , is a Brazilian politician and federal deputy for Sergipe in the 2023–2027 legislature , affiliated with the Liberal Party (PL) . Born on April 10, 2001 , in Itabaiana (SE), Ícaro made recent national political history by becoming the youngest sitting federal deputy in Brazil , elected in 2022 with 75,912 votes , the second highest vote count in Sergipe in that election. He is the son of Mayor Valmir de Francisquinho and brother of fellow politician Talysson de Valmir, consolidating a strong family presence in the state's political scene.
In institutional political activity, Ícaro de Valmir quickly distinguished himself through his intense participation in the activities of the House of Representatives. Even at a young age, he was appointed sectoral rapporteur for Cities in the Joint Budget Committee (CMO) of the Union for the 2026 Budget Law , a role that involves coordinating federal investments in areas such as housing, sanitation, and urban mobility. He has been a member of important committees, such as the Health Committee , the Special Committee on the Sports Incentive Law , and the Special Committee on Prevention and Combat of Cancer, Stroke, and Heart Disease , in addition to serving as an alternate member in committees such as the Constitution, Justice and Citizenship Committee (CCJ), Finance and Taxation, Mines and Energy, and Urban Development .
In the legislative field, Ícaro de Valmir has an active output of proposals that reflect both regional demands and national issues. Among his bills are initiatives such as PL 4052/2023 , which names a section of the BR-235 highway between Carira and Aracaju as "Governor João Alves Filho Highway," and PL 4442/2024 , which includes the Pilgrimage to the Sanctuary of Our Lady Divine Shepherdess in the National Tourist Calendar , as well as bills such as PL 132/2024 , which inserts the Itabaiana Truck Driver's Festival into the federal cultural calendar, and PL 85/2025 , which aims to guarantee universal access to endometriosis treatment through the SUS ( Brazilian Public Health System). He also presented PL 519/2025 , which proposes to increase penalties for crimes against truck drivers, among other proposals focused on infrastructure, public health, culture, and support for the local economy.
