Hugo Leal Melo da Silva, nascido em Ouro Fino/MG em 06 de agosto de 1962, é advogado e economista, bacharel em Direito pela Universidade Federal do Rio de Janeiro (UFRJ). Mudou-se para o Rio de Janeiro em 1980, onde cursou a Escola de Formação de Oficiais da Reserva da Marinha.
Hugo Leal ingressou na vida pública pelo PDT, e posteriormente pelo PSB, concorrendo à suplência de deputado estadual em 2002 com 30.410 votos. Em 1995, foi nomeado presidente da Companhia de Desenvolvimento de Itaguaí (RJ) e, entre 2003 e 2005, presidiu o Departamento de Trânsito do Rio de Janeiro (Detran-RJ), ocupando também a Secretaria de Estado de Justiça e Direitos do Cidadão em 2005. Foi eleito deputado federal pelo Rio de Janeiro pela primeira vez em 2006, pelo PSC, com 112.789 votos, sendo reeleito em 2010 (98.164 votos) e em 2014, já pelo PROS (85.449 votos). Em 2016, concorreu à vice-prefeitura do Rio de Janeiro pelo PSB, sem se eleger. Foi novamente reeleito em 2018 (63.561 votos) e em 2022 (50.067 votos), já pelo PSD, cumprindo seu quinto mandato consecutivo na Câmara.
Hugo Leal é autor do projeto que deu origem à Lei Seca, tendo relatado a medida provisória correspondente. Já liderou o PSC na Câmara dos Deputados e atuou como relator e titular em diversas proposições ao longo de suas legislaturas, incluindo temas como royalties do petróleo, terrenos de marinha e desoneração tributária do transporte. Entre 2023 e 2024, foi secretário de Energia e Economia do Mar do Governo do Estado do Rio de Janeiro, na gestão de Cláudio Castro.
