Hildo Augusto da Rocha Neto was born on April 22, 1960, in São Luís (Maranhão). He holds degrees in Business Administration and Public Administration from the State University of Maranhão (UEMA), with specializations in Public Accounting and Marketing. He initially built his political career in the municipalities of Maranhão. He began his public life as a city councilor in Cantanhede in 1993, assumed the presidency of the local council, and was later elected mayor of Cantanhede for two consecutive terms. He also presided over the Federation of Municipalities of Maranhão (FAMEM) and led regional political articulations before moving to the federal sphere.
At the federal level, Hildo Rocha has served in the House of Representatives since 2015, representing Maranhão. During the 2022 elections, he was an alternate, but assumed a seat in 2024 after a parliamentary leave of absence. Throughout his terms, he has held prominent political positions, including serving as executive secretary in the Ministry of Cities in federal governments, which reinforces his administrative experience and coordination between the municipal, state, and federal levels.
In his parliamentary work, Hildo Rocha focused his efforts on projects that address areas such as education, professional training, and health. A recent example is Bill 2255/2025 , which he presented, amending the wording of provisions of Law No. 14,817/2024 so that public competitions for teachers assess the pedagogical and didactic skills of candidates. Another project he authored is Bill 1902/2025 , which proposes making a proficiency exam mandatory for the practice of all health professions in Brazil. In 2020, Hildo also authored Bill 786/2020 , which became law (Law 13,987/2020), a topic related to social policy applied to education. He also defended House of Representatives Bill No. 69 of 2017 (PL 2043/2015), which aligns areas of the semi-arid region of Maranhão with the criteria of constitutional funds for regional development. Furthermore, in 2025, he organized efforts with the Brazilian Space Agency to boost the Space Program in Maranhão, especially in the municipality of Alcântara, seeking logistical improvements and partnerships for space launches.
