Hildelis Silva Duarte Júnior was born on September 15, 1986, in Rio de Janeiro, but was raised in São Luís, Maranhão, where he completed his academic training; he is a lawyer, university professor, holds a master's degree in Public Policy from the Federal University of Maranhão, and has specializations in public management, among other courses.
His political career included state mandates: he was a state representative for Maranhão, elected in 2018, where he stood out in the Legislative Assembly, especially on issues related to consumer rights, transparency, education, and the rights of people with disabilities, until he was elected federal deputy in 2022 for a term that began in February 2023.
In the National Congress, Duarte Jr. has had a significant presence. In 2025, 484 proposals authored by him and 78 reports were recorded, demonstrating high legislative productivity. He is a member of committees dealing with social and civil rights issues: he is a member of the Committee for the Defense of the Rights of Persons with Disabilities, a member of the Labor Committee, and is involved in the Working Group for the Consolidation of Brazilian Legislation; he also serves as an alternate member of committees such as Consumer Protection, Finance and Taxation, Social Security, Social Assistance, Childhood, Adolescence and Family, and special committees such as the Artificial Intelligence Committee (PL 2338/23) and the National Fund for Racial Equality Committee (PEC 027/24). His party leadership is evidenced by the fact that, since March 2025, he has chaired the Committee for the Defense of the Rights of Persons with Disabilities and holds positions as vice-leader of the PSB. Duarte has also been well-regarded in Maranhão, appearing at the top of rankings such as that of Políticos, which considers presence, legislative quality, and transparency, reinforcing the perception that his mandate seeks to combine local demands of the state with national commitments to rights, inclusion, and citizenship.
Acknowledgements
Duarte Jr. received the Parliamentary Excellence Award from the Politicians Ranking in 2024, 2025, and 2026, being the 2nd best parliamentarian in Maranhão and 54th in the overall ranking for the Legislature.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
