Trajectory
Fredrico Borges da Costa (known as Fred Costa ) was born on July 12, 1977 in Belo Horizonte (MG) . He is a lawyer, with a degree in Law and currently studying Public Management. He began his political career at a young age in social movements and in the defense of civil rights, notably related to animal protection, urban mobility, and community participation.
In his political career , Fred Costa served two terms as a city councilor in Belo Horizonte , where he distinguished himself by presenting over 200 municipal bills and holding positions on committees such as Legislation and Justice and Health and Sanitation. Subsequently, he was elected state representative in Minas Gerais and, in 2018, federal deputy for the state , being re-elected in 2022 for the 2023-2027 legislature as a representative of the Patriota/PRD-MG party in the House of Representatives. At the federal level, he has held the position of leader of the Patriota party , was vice-leader in several parliamentary blocs , and, in 2025, was elected president of the Participatory Legislation Committee of the House of Representatives , a position he holds promoting social participation in legislative drafting.
In the National Congress , Fred Costa's work focuses on issues such as animal rights, strengthening public health policies, including professions in the SUS (Brazilian Public Health System), and regional development . He is the author of several proposals, including PL 3110/2025 , which declares Coromandel (MG) as the National Diamond Capital ; PL 3466/2024 , which mandates the provision of PPE and specific protection for Community Health Agents and Endemic Disease Control Agents ; PL 3038/2023 , which revokes a provision to allow the reproduction of the national flag on product labels ; PL 1095/2023 , which creates the National Council of Brazilian Handicrafts (CNAB) ; and PL 1092/2023 , which creates the National Handicraft Fund (FNA) . Bill 5309/2023 , which prohibits the signing of Non-Prosecution Agreements in cases of animal abuse against dogs and cats ; Bill 5462/2023 , which aims to include the topic of domestic animals in the Demographic Census ; and Bill 5554/2025 , which includes family veterinarians in primary health care teams within the SUS (Brazilian Public Health System ). In 2025, 142 proposals authored by him and 3 reported on the House of Representatives's website reflect his diverse legislative agenda.
