Francisco Emerson Assis de Lucena, better known as Mersinho Lucena , was born on February 8, 1981, in João Pessoa (PB) . A businessman by profession and son of the Paraíba politician Cícero Lucena , he began his political career in the municipality of Cabedelo , where he was vice-mayor before being elected federal deputy for the state of Paraíba in 2022 , assuming the mandate in the 2023–2027 legislature for the Progressistas (PP) party .
In his political career, Mersinho consolidated his base at the municipal and regional levels before reaching the National Congress. Affiliated with the PP since his federal election, he obtained a significant vote in 2022, being one of the four most voted federal deputies from Paraíba in that election. Furthermore, his work has been marked by political maneuvering aimed at strengthening his base in Paraíba and by participation in events and support within the allied bloc in Congress.
In Congress, Mersinho Lucena serves as a federal deputy and actively participates in committees and legislative proposals. He was elected first vice-president of the Tourism Committee of the House of Representatives and is also a full member of the Constitution and Justice Committee (CCJ) , in addition to being part of other committees such as Economic Development and Culture. According to official data from the House of Representatives, he has 114 proposals of his own authorship and 20 of his own report in the current legislature (2023–2025), with projects such as PL 307/2025 (flexibilization of rules for the lease of real estate), PL 354/2025 (assistance to patients with obesity), PL 1259/2025 (establishes the National Arborist Day), PL 6257/2025 (protection of consumer rights in the financial sector), PL 5545/2025 (National Maritime Governance Policy), and PL 6621/2025 (National Public Intelligence System), among other initiatives registered in the House of Representatives's system.
