Flávia Carreiro Albuquerque Morais was born in Belo Horizonte, Minas Gerais, on April 26, 1969. Daughter of Paulo Carrano Albuquerque and Maria Emília C. Albuquerque. She graduated in Physical Education. She is a teacher, in addition to holding public and political positions. She was the first lady of Santa Bárbara de Goiás, and also the first lady of Trindade, cities with which she has strong ties.
Flávia Morais began her political career as a state representative in Goiás, first elected by the PSDB in 2002 and re-elected in 2006. In 2009, she switched to the PDT. In 2010, she was elected federal deputy, assuming office in February 2011, representing the state of Goiás. Since then, she has been re-elected for subsequent terms, currently serving her 4th term (2023-2027). Over time, she has held leadership positions within the party, including deputy leadership roles, coordination of state delegations, and serving on committees.
Flávia Morais has focused her work on social and health issues, especially the right to cancer treatment within the legal timeframe, the defense of women and the elderly, and also in education, science, and technology. She is the author of Law No. 12.732/2012, which establishes a maximum period of 60 days for the start of cancer treatment after diagnosis. In committees, she is a full member of the Sports Committee and the Committee for the Defense of the Rights of the Elderly; an alternate member of committees such as Environment and Sustainable Development, and special committees, such as the one dealing with the Limit on Precatório and Social Security Debts (PEC 066/23). She also holds coordination positions: she is the 3rd Deputy Attorney for Women (2025-2026 biennium), coordinates the Goiás delegation in Congress, and chairs the External Committee on Paralyzed and Unfinished Public Works.
