Filipe Barros Baptista de Toledo Ribeiro was born on May 29, 1991, in Londrina (PR) . He is a lawyer, graduated from the State University of Londrina (UEL), and gained political visibility while still at university as president of the Central Student Directory, articulating student agendas before formally entering party politics. He is identified with conservative agendas, defense of the family, and pro-life issues, aligned with segments of the Brazilian right in Congress.
In his political career , Barros was first elected federal deputy for Paraná in 2018 (term beginning February 1, 2019) and re-elected in 2022 , currently serving his term in the 57th Legislature (2023–2027) representing the Liberal Party (PL) . In Parliament, he has served as vice-leader of the PL and the Opposition at different times , in addition to being part of expanded articulation blocs and playing a relevant role in caucus negotiations.
In the National Congress , Filipe Barros has an active legislative role, with 119 proposals authored by him and 5 reported on in 2025, registered on the House of Representatives's website. In 2025, he will assume prominent positions such as president of the Committee on Foreign Relations and National Defense (CREDN) , one of the most important technical committees for foreign policy and sovereignty, and also preside over the Joint Committee for the Control of Intelligence Activities (CCAI) in the National Congress. • PLP 59/2025 , which provides for the prohibition of restrictions on banking and financial services based on administrative or fiscal criteria , ensuring guarantees of the right of access to the financial system;
• Bill 6567/2025 (co-authored), which adds article 23-A to the Penal Code to address excusable excess in cases of exclusion of unlawfulness for the population and public security agents;
• Bill 4395/2024 , which amends the coverage limit of the Credit Guarantee Fund (FGC) to expand the protection of depositors and investors;
• Bill 1659/2024 , which establishes a safeguard regime for strategic assets in foreign investments , focusing on sovereignty and national security;
• Bills 6126/2023 and 6127/2023 , which amend regulations concerning the financial system and indirect public administration;
• Bill 2771/2022 , which proposes the inclusion of taxi drivers and taxi cooperatives in the Ministry of Tourism's registry .
These initiatives reflect their work on issues of legal security, the economy, and national sovereignty , as well as incorporating agendas for economic regulation and institutional defense in Congress.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
