Trajectory
Fernanda Melchionna e Silva is a federal deputy for Rio Grande do Sul, elected by the Socialism and Liberty Party (PSOL) for the 2019–2023 and 2023–2027 legislatures. She is a librarian, graduated from the Federal University of Rio Grande do Sul (UFRGS) , and a former bank employee on leave from Banrisul. A socialist and feminist activist, she began her political career in the student movement and social struggles, and also served as a city councilor in Porto Alegre for 10 years before reaching the House of Representatives, where she gained national prominence for her work defending workers' and women's rights and expanding public policies for inclusion and social participation. In the 2022 elections, she was the most voted woman in Rio Grande do Sul , reinforcing her political relevance and commitment to progressive agendas.
In the National Congress, Fernanda Melchionna holds leadership and party coordination positions. Throughout her terms, she has served as deputy leader and leader of the PSOL in the House of Representatives , in addition to acting as deputy leader of the opposition and the PSOL-REDE Federation , actively participating in fronts against neoliberal policies and in defense of social rights. She is a full member of the Education, Culture and Participatory Legislation committees, and an alternate member of the Constitution and Justice committee and the Human Rights, Minorities and Racial Equality committees , spaces in which she contributes to debates on equality, democracy and the protection of fundamental rights. Her institutional work also includes intense engagement with social movements and participation in external committees and debates on justice, women's rights and the fight against Bolsonaro.
In her legislative work, Fernanda Melchionna has produced and presented several bills that reflect her agenda of social rights, labor, equality, and national sovereignty. Among them are proposals such as Bill 3831/2025 , known as the "Financial Sovereignty Bill," which prevents Brazilian financial institutions from applying foreign sanctions without legal authorization, aiming to protect national sovereignty; Bill 1246/2025 , which deals with reducing the weekly work schedule to 32 hours; Bill 4226/2024 , which provides for differentiated care for mothers in situations of stillbirth or fetal death; Bill 2314/2025 , which amends the Social Security Benefits Law to protect the rights of retirees; Bill 3441/2024 , which deals with transparency in the transfer of artistic cover charges and the creation of a seal to support musicians; and Bill 255/2025 , which expands the grounds for ineligibility for those convicted of domestic violence. Some proposals also focus on consumer protection in environmental disasters (PL 1525/2024) , while others address labor and cultural rights. Beyond these proposals, their work also extends to allocating parliamentary amendments for health, culture, social assistance, and civil defense in municipalities in Rio Grande do Sul, such as Pelotas and Bagé, demonstrating involvement both in the legislative sphere and in the application of resources to priority areas for their electoral base.
