Fernanda Eneida Pessoa Caracas de Souza was born in Fortaleza, Ceará, on June 8, 1966. She is the daughter of Mazé Pessoa and Roberto Pessoa, a prominent politician in Ceará. She graduated in Business Administration and took several courses in finance. Since a young age, she has been involved in business activities: she is the director of the Emape Group, which operates in the states of Ceará, Bahia, and Tocantins, with business units owned by her family. She is married to businessman Francisco Ésio de Souza Júnior and is the mother of Ésio and Lívia.
Fernanda Pessoa served as a state representative in Ceará for three consecutive terms: 2011-2014, 2015-2018, and 2019-2022. In 2022, she was elected federal deputy for Ceará, representing the União Brasil party, beginning her term in the House of Representatives on February 1, 2023. Her electoral base includes Maracanaú, a city with strong family political ties, and she sought to expand her work throughout the state, focusing on issues such as health, women's issues, rural populations, job creation, and advocacy for people with rare diseases.
Since taking office as a federal deputy, Fernanda Pessoa has distinguished herself as highly productive in proposing bills: she has authored over 150 proposals and has reported on a considerable number of others. She is a member of the Constitution, Justice and Citizenship Committee, and also of the Special Committee on Amendments to Income Tax Legislation (PL 1087/25). She serves as an alternate member on other important committees, such as Health, Labor, Foreign Relations and National Defense, and on special committees such as the Tax Immunity Amendment (PEC 005/23). Her amendments to the 2025 Federal Budget have already been authorized and allocated to areas such as hospital and outpatient care and primary health care in Ceará. She also continuously expresses her parliamentary priorities, advocating for public policies focused on preventive health, combating rare diseases, strengthening agriculture, ensuring dignity for men and women in rural areas, and defending women's rights.
