Evandro Gonçalves da Silva Júnior, politically known as Sergeant Gonçalves, is a military police officer and teacher born on February 27, 1984, in Campina Grande (Paraíba state), but residing in Rio Grande do Norte, where he built his public career before entering party politics. A public security activist, he joined the Rio Grande do Norte Military Police in 2004 and also worked as a physical education teacher, an experience that contributed to his recognition among the population of Rio Grande do Norte. Elected federal deputy for the PL-RN party with 56,315 votes for the 2023–2027 legislature, he represents the state of Rio Grande do Norte in the House of Representatives, where he presents himself as a voice for issues related to security, public order, and the defense of security forces.
In the institutional sphere, Sergeant Gonçalves has distinguished himself through his party leadership positions, having repeatedly held the position of vice-leader of the PL and the Opposition/Minority in the House of Representatives, which reinforces his articulation in Congress and his influence in debates on public security and conservative policies. He was the 2nd vice-president of the Public Security and Combating Organized Crime Committee and is a member of other committees such as Education, Social Security and Social Assistance, Sports and Culture, which broadens his scope of work beyond security issues. His legislative presence also includes participation in special committees, such as the one dealing with federal competencies in public security, as well as being a member of external committees such as the São Francisco River Transposition Committee, demonstrating involvement in issues of regional and national interest.
In his legislative work, Sergeant Gonçalves has presented several of his own bills that reflect his core principles, especially those focused on the security and defense of police forces. Among his proposals are bills such as PL 2479/2024, which amends legal provisions to authorize women under protective measures to carry firearms; PL 158/2024, which expands firearm carrying rules for security guards; and PL 5584/2025, which allocates part of the resources from the National Public Security Fund to legal assistance for security officers prosecuted in the line of duty. Other initiatives include bills proposing changes to criminal and organized crime laws, adjustments to allow the promotion of specialized officers in the Army (PL 4016/2025), and even proposals on regional tourism (PL 943/2025). His work is also marked by firm stances in plenary sessions and on social media, advocating for stricter security policies and criticizing programs and benefits that he considers contrary to his understanding of combating crime and defending law-abiding citizens.

Sergeant Gonçalves received the Parliamentary Excellence Award in 2023 from the Ranking of Politicians , with a score of 7.57 points, making him the 3rd best parliamentarian in Rio Grande do Norte and 34th in the overall ranking.
