Trajectory

Eunício Lopes de Oliveira was born on September 30, 1952, in Lavras da Mangabeira (Ceará). He graduated in Business Administration and Political Science from the University Center of Brasília. Before dedicating himself to politics, he worked as a businessman and rancher, with businesses in the sectors of cash transport, private security, and cleaning services. His formal entry into politics occurred at a young age, through participation in the student movement and activism in the MDB (Brazilian Democratic Movement).

Political career

In 1998, he was elected federal deputy for the PMDB party, being re-elected in 2002 and 2006. During these terms, he held leadership positions, such as leader of the PMDB in the House of Representatives. In 2004-2005, he was Minister of Communications in the Lula administration. In 2010, he was elected senator for Ceará, a term he served from 2011 to 2019. During his time in the Senate, he chaired the Constitution, Justice and Citizenship Committee (CCJ), was a party leader, and presided over the Federal Senate between 2017 and 2019. In 2022, he returned to the House of Representatives as a federal deputy.

Performance in the National Congress

In the National Congress, Eunício Oliveira focused his work on regulation, transparency, regional development, and institutional strengthening. A notable project he authored is PLS 52/2013 (“Law of Regulatory Agencies”), approved in the Senate, which introduced rules to increase the autonomy, transparency, and control over federal regulatory agencies, preventing conflicts of interest. Furthermore, he has articulated proposals for the renegotiation of rural debts in the semi-arid region of Ceará, initiatives for equal access to public resources among municipalities, and participated in committees dealing with sanitation, housing, urban transport, and urban development, serving as president of the House of Representatives's Urban Development Committee in 2024. Eunício also frequently participates in debates on economic regulation, taxation, state oversight, and institutional modernization, using his extensive experience to negotiate with the Executive branch and in strategic votes.
