Emanuel Pinheiro da Silva Primo, better known as Emanuel Pinheiro Neto or simply Emanuelzinho , was born on January 5, 1995, in Cuiabá (MT) and is a businessman with higher education, entering politics at a young age to represent his state in the national arena. Son of the politician Emanuel Pinheiro, his public career began with his election to the House of Representatives in 2018 , when he assumed his first federal mandate for the PTB and, from 2023 , he joined the MDB , maintaining his seat for the state of Mato Grosso for the 2019–2023 term and re-election for 2023–2027 .
In his political career, Pinheiro Neto has distinguished himself primarily as a key negotiator within the House of Representatives, holding leadership positions such as Deputy Leader of the Federal Government in the House of Representatives since March 2023 and being part of various parliamentary blocs throughout his legislative career. In 2025, he also served as 2nd Vice-President of the Special Committee discussing the expansion of income tax exemption (PL 1087/25), a role that reinforces his involvement in economic issues of national scope.
In the National Congress, Emanuelzinho is a member of committees such as the Finance and Taxation Committee and the External Committee on Intervention in Public Health in Cuiabá-MT , in addition to having previously served as a member of the Agriculture, Livestock, Supply and Rural Development Committee and as an alternate member in other areas. In 2025, he registered 51 proposals of his own authorship and 3 reported on . Among his most relevant projects are Bill No. 2211/2024 , which proposes changes to the Election Law for greater transparency of data from public agents; Bill No. 790/2023 , which amends the Consumer Protection Code in risk situations; Bill No. 797/2025 , toughening the progression of prison regimes for those convicted of femicide; and Bill No. 4092/2025 , which classifies the use of the school environment for personal promotion as misconduct. and PLP No. 114/2025 , which deals with criteria for the allocation of health resources, in addition to his reporting on issues such as the expansion of income tax exemption, which impacted millions of Brazilians.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
