Elton Carlos Welter (known as Welter ) is a Brazilian politician born on November 23, 1968, in Toledo (PR) . He holds a degree in Philosophy from the State University of Western Paraná (UNIOESTE) , specializing in Political Philosophy and Regional Development, and is also a technician in agriculture. From an early age, he was involved in activities related to social issues, family farming, and critical thinking, inspiring his political career focused on social inclusion and sustainable development.
In his political career , Welter joined the Workers' Party (PT) in the early 1990s and was elected councilman of Toledo in 1996 and 2000 , working in the oversight of public spending and municipal policies. He was later a state deputy in Paraná from 2003–2011 and 2013–2015 , where he stood out on issues such as sustainable agriculture, public education, and regional infrastructure. In 2022 , he ran for federal deputy , becoming the first alternate for the Brazil Federation of Hope (PT, PV, and PCdoB) and assumed the mandate in the House of Representatives on March 14, 2023, after the resignation of another parliamentarian to assume a position in the Executive branch, thus beginning his first federal term in the 57th Legislature (2023–2027) .
In the National Congress , Welter has an active parliamentary role focused on social issues, family farming, education, inclusion, and regional development, with approximately 411 proposals of his authorship registered on the House of Representatives' website in 2025 —although he has not yet been assigned any reports for the year . He is a member of the Foreign Relations and National Defense Committees and the Financial Oversight and Control Committee , in addition to being an alternate member of committees such as Agriculture, Livestock, Supply and Rural Development and the Special Committee on Federal Competencies in Public Security (PEC 018/25) . Welter also served as vice-leader of the Brazil of Hope Federation at different times from 2023 to 2025—a role involving political coordination within the parliamentary group.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
