Elmar Nascimento

Elmar José Vieira Nascimento was born on July 6, 1970, in Campo Formoso (BA). He is a lawyer, graduated from the Catholic University of Salvador (1993), with a specialization in Law (Fundação Faculdade de Direito da Bahia, 1996). He began his political career as a city councilor in Campo Formoso, elected in 1996 and re-elected in 2000, before moving on to state and federal positions.

Political Career

In 2002, he was elected state deputy in Bahia, re-elected in 2006 and 2010. From 2014, he held the position of federal deputy, being re-elected in 2018 with 103,823 votes and again in 2022 with an impressive 175,439 votes. At the national level, he has led the Democrats party (now União Brasil) in the House of Representatives.

• 2nd Vice-President of the Board of Directors of the House of Representatives, since February 1, 2025.

• He was the leader of União Brasil in the House of Representatives between February 1, 2023, and February 1, 2025, and later the leader of the bloc composed of União, PP, PSDB, Cidadania, PDT, Avante, Solidariedade, and PRD, from August 14, 2024, to January 31, 2025.

• Bill 6158/2023 — mandatory installation of cell phone jammers in prisons, Elmar was the author of the urgency request.

• Bill 3976/2020 — creation of a registry of pedophiles, Elmar was the author of the urgency request.

• PL 4997/2019 — increased penalties for crimes against telecommunications infrastructure and illegal cables;

In 2016, he served as rapporteur for appeals in the CCJ (Committee on Constitution, Justice and Citizenship) regarding the removal of Eduardo Cunha from office, later resigning from the position due to direct political involvement in the process.
