Trajectory
Eliéser Girão Monteiro Filho, known as General Girão , is a retired military officer of the Brazilian Army and a politician, currently a federal deputy for the state of Rio Grande do Norte representing the Liberal Party (PL) in the 2023–2027 legislature. Born on May 8, 1955 , in Fortaleza (CE) , Girão had a long career in the Armed Forces, reaching the rank of Brigadier General , which contributed to his public prominence and his transition to party politics after retirement. He entered public life focusing on national defense, public security, and conservative values, and since entering electoral politics, he has positioned himself in alignment with right-wing agendas and the strengthening of the role of the Armed Forces in Brazilian society. In his institutional political career, General Girão has served as a member of the House of Representatives since 2019, an important period in which he participated as an active member of committees and as an articulator of the PL's agenda in the National Congress, especially on issues related to security, public order, and the Armed Forces. His parliamentary activity includes frequent presence on thematic committees and participation in debates on criminal law and civil defense, as well as the allocation of parliamentary amendments to areas such as education, research, and innovation in the semi-arid region , such as contributions to the Federal Rural University of the Semi-Arid Region (UFERSA) for inclusion and technology projects.
In his legislative work , General Girão is the author or co-author of dozens of bills that reflect his commitment to security, social protection, and the promotion of cultural traditions. Among the notable proposals for 2025 are Bill 1263/2025 , which proposes to toughen criminal legislation for theft, robbery, and receiving stolen goods related to cell phones , increasing penalties for these crimes to enhance public safety; Bill 3191/2025 , which seeks to classify fraud and misappropriation of social security and welfare funds, especially against retirees and pensioners, as heinous crimes ; and Bill 2335/2025 , which establishes the National Day of Historical and Cultural Heritage of Poles in Brazil . He also introduced bills such as PL 1511/2024 , which alters the way unclaimed corpses are handled, and is among the signatories of joint proposals such as PL 1784/2025 on biological sex registration, demonstrating thematic diversity in his parliamentary work.
Acknowledgements
General Girão received the Parliamentary Excellence Award in 2023 and 2026 of the 57th Legislature (2023-2026) from the Ranking of Politicians , being the 1st best parliamentarian in Rio Grande do Norte and 47th in the overall ranking for the Legislature.
