Efraim de Araújo Morais Filho was born in João Pessoa, Paraíba, on March 18, 1979. He graduated in Law from the Federal University of Paraíba (UFPB) and specialized in Consumer Law at the University of Granada, Spain. He worked as Managing Partner at Morais & Campos Consultoria Jurídica in João Pessoa, Paraíba, from 2002 to 2006, when he began his political career. He is the son of former federal deputy (1990-2001) and former senator (2002-2010) Efraim Morais .
He began his political career in 2006, becoming a federal deputy at the age of 26 for the Liberal Front Party - PFL, formerly DEM, which later became União Brasil. He was re-elected for three consecutive terms. In 2008, he was elected President of the newly created youth wing of the Party (JDEM).
The only election he contested and did not win was in 2012, when he ran as Estela's (PSB) vice-mayor candidate for João Pessoa , but the ticket did not reach the second round .
In 2022, he was elected Senator of the Republic for União Brasil with 617,477 votes.
As a federal congressman, one of his main priorities was combating corruption and improving public safety.
In 2012, he chaired the Public Security and Organized Crime Committee . He also served on the Petrobras Parliamentary Inquiry Commission in 2014, which investigated corruption cases at the state-owned company. In August 2015, he chaired the Pension Funds Parliamentary Inquiry Commission, investigating irregularities during the height of Operation Lava Jato. In 2016, he voted in favor of the impeachment process against Dilma Rousseff .
Throughout his time in parliament, he became known for his work on economic issues. He voted in favor of the labor reform .
In 2017, he also voted in favor of the Constitutional Amendment that established the Public Spending Cap rule. In his current term as Senator, he is the author of Bill 2.234/2023 , which proposes changes to the National Public Security Fund (FNSP), which aims to support projects in the area of public security and violence prevention. Thus, it proposes the possibility of using resources from this Fund also for road safety.
As a senator, in 2023 he authored the bill that extended the payroll tax exemption for 17 sectors of the economy until 2027 , and was one of the leaders in overturning President Lula's (PT) veto of the measure in December 2023. He has been the leader of the União Brasil caucus in the Federal Senate since 2023, composed of 10 senators, and president of the Parliamentary Front for Commerce, Services and Entrepreneurship (FCS) .
Acknowledgements
Efraim Filho received the Parliamentary Excellence Award in 2023 as the best parliamentarian in Brazil and in 2024 according to the Ranking of Politicians. In 2025 he was awarded again, being the best senator from Paraíba and 1st in the overall ranking.
