Trajectory
Dorinaldo Barbosa Malafaia was born on February 23, 1976, in Macapá (AP). He is a nurse, holding a bachelor's and licentiate degree from the Federal University of Amapá (2000–2008), a master's degree in Regional Development (2017–2019), and is currently pursuing a doctorate (incomplete) in Public Health and Environment at Fiocruz (since 2022). He served as the municipal health secretary of Macapá (2013–2014) and superintendent of Health Surveillance in Amapá (2017–2022).
He was elected federal deputy for Amapá for the 2023–2027 term, taking office on February 1, 2023, representing the PDT party. He is currently the vice-leader of the government in the National Congress since February 15, 2023. He chairs the Parliamentary Front in Defense of Vaccines, the Parliamentary Front for the Elimination of Malaria in the Amazon, and is a member of the Parliamentary Front in Defense of Nursing.
Bill 1809/2023 – Includes in the Organic Law of the SUS (Brazilian Public Health System) the guideline to combat misinformation about health and amends the Marco Civil da Internet (Brazilian Internet Bill of Rights), establishing mandatory deadlines for the removal of fake news by platforms: 10 hours to contest and 48 hours for removal after notification. The bill was approved in committee.
PL 3223/2024 – Exempts traditional fishermen and riverside dwellers who hold the beneficial ownership of Union properties from paying ground rent and transfer fees. Approved by the Amazon and Indigenous and Traditional Peoples Committee.
Bill 3224/2024 – Creates an annual national campaign (in April) on the conscious use of digital technology, covering social networks, applications and games, requiring age ratings and parental control warnings. Approved in Plenary and will proceed to the Senate.
He presented 148 proposals of his own authorship and was the rapporteur for 4 projects.
He was the first congressman from Amapá to receive the Oswaldo Cruz Medal of Merit (Gold level), considered the highest honor in the field of public health in Brazil. The award was presented by President Lula in 2024.

I request, pursuant to Article 155, item I, of the Internal Regulations of the House of Representatives, an Urgent Procedure for Bill 2158/23, authored by Senator EFRAIM FILHO, UNIÃO/PB, which amends Law No. 5,991, of December 17, 1973, which "provides for the Sanitary Control of the Trade in Drugs, Medicines, Pharmaceutical Inputs and Related Products, and takes other measures", to regulate the sale of medicines in pharmacies or drugstores located in the sales area of supermarkets.
