Dayany Bittencourt

Dayany Bittencourt Santil was born on September 13, 1981 , in Fortaleza (CE). With a technical background in Radiology, she comes from a background connected to the health field and social mobilization. She is the wife of former congressman Capitão Wagner and has a strong identification with evangelical and family causes.

Political career

Dayany formally entered the political scene when she was elected federal deputy in 2022 , representing Ceará for the União Brasil party, with approximately 54,526 votes . Since then, she has positioned herself as a leader on issues related to family, human rights, and animal rights. In parliament, she serves as the vice-leader of the Minority , alternating this role with the party leadership.

Performance in the National Congress

In her legislative work, Dayany Bittencourt stands out for her engagement in sensitive and contemporary social issues. In 2025 , she co-authored 219 proposals , reported on 25 projects , and participated in 184 roll-call votes in the Plenary. She is a member of strategic committees: she heads the Women's Secretariat , the House of Representatives's Black Caucus , the Special Committee on PEC 014/21 (on health agents and the fight against endemic diseases), and the External Committee on the Transposition of the São Francisco River , among other committees.

Dayany also spearheaded the creation of the Parliamentary Front for Endometriosis , an initiative that brings together more than 200 deputies focused on the diagnosis and treatment of the disease, based on personal experience. Another highlight of her agenda was the proposal of a Constitutional Amendment authorizing municipal guards to hold positions concurrently with those of teachers or healthcare professionals , based on demands from the category.

In the institutional field, she faced a serious violation of privacy in August 2023 , when hidden cameras were found in her apartment in Brasília. The case reached the Federal Police, who took over the investigation after her public statement. This episode also generated strong media repercussions and drew attention to issues of personal security for parliamentarians.
