Trajectory

David Samuel Alcolumbre Tobelem, born in Macapá, is a Brazilian businessman and politician, affiliated with União Brasil (UNIÃO) and currently a senator for the state of Amapá. He presided over the Federal Senate and the National Congress between 2019 and 2021. Of Moroccan descent, he was the first Jew to assume the presidency of the Senate.

Political Career

David Alcolumbre began his political career as a city councilor in Macapá, between 2001 and 2003, while affiliated with the Democratic Labor Party (PDT) . Then, in 2002, he was elected federal deputy for the state of Amapá, being re-elected in the 2006 and 2010 elections. In the 2014 elections, Alcolumbre ran for the Federal Senate, obtaining 36.26% of the votes and being elected to the position. The following year, in 2015, he was elected president of the Senate's Regional Development and Tourism Committee , demonstrating his leadership skills and commitment to the country's development.

In 2018, Alcolumbre ran for governor of the state of Amapá, receiving 94,248 votes, corresponding to 23.75% of the valid votes. However, this result was not enough to qualify him for the second round of voting. In 2019, David Alcolumbre achieved a significant victory by being elected president of the Federal Senate, obtaining 42 votes. This victory was mainly due to support from part of Jair Bolsonaro's government base. He served as president until 2021, when he was succeeded by Rodrigo Pacheco (PSD/MG) , who had his support.

After leaving the presidency of the Federal Senate, David Alcolumbre assumed the presidency of the Constitution and Justice Committee (CCJ) , which is considered the most important in the house, demonstrating his knowledge and skills in constitutional and legal matters.

In the 2022 elections, Alcolumbre was re-elected senator with an impressive 192,666 votes, consolidating his support and backing among voters in Amapá. His political career is marked by his parliamentary work and the important leadership positions he held in the Federal Senate.

Performance in the National Congress

In July 2017, he voted against the removal of Senator Aécio Neves (PSDB/MG) in the Senate Ethics Committee . In October 2017, he voted to keep Aécio in office, overturning a decision by the First Panel of the Supreme Federal Court in a case where Aécio was accused of corruption and obstruction of justice for soliciting R$2 million (US$626,684.21 in 2017) fromJBS owner Joesley Batista .

Among his main achievements are:

  • He is the author of Bill 3118/2024 , which amends Law No. 12,858, of September 9, 2013, to include policies for assisting students in higher education and federal public professional, scientific and technological education among the priorities for receiving resources from the Social Fund.

  • He is the author of Bill 398/2020 , which creates measures to encourage voter registration for young people aged 16.

  • He was the rapporteur for PLP 121/2024 , which establishes the Program for Full Payment of State Debts (Propag).

In 2019 he assumed the presidency of the Federal Senate and is currently the favorite to assume the position of president of the House for the 2025-2026 term.

Acknowledgements

Davi Alcolumbre was awarded the Parliamentary Excellence Award in 2024 by the Ranking of Politicians , standing out as the best senator from Amapá and occupying the 11th position among the best-rated senators in the country.
